bugfix: max number of PRs Ben (@Benbentwo) (#82) ## what * Updates the starter value for the number of prs initially considered open from 0 to the fetched count of component-updater PRs. * Updates `get_open_prs_for_component` function to accept no component and look at all component PRs

  • Currently max-number-of-prs input is not being utilized properly and many PRs are being opened
