what

• The version of Terraform used in the pre-commit checks is specified on a per-PR basis, using a PR label.
• The formatting errors identified by pre-commit are automatically rectified in a new commit.

why

• Our current pre-commit checks use an old version of Terraform, which makes getting them to pass difficult sometimes. Further, rather than having someone manually make the needed changes, we're just autocommitting them here.
