removing top-level cert-manager-values.yaml dylanbannon (#380)

what

  • Removing the top-level cert-manager-values.yaml files from the cert-manager component. This files is not used anywhere in the component and could lead to confusion. (The version of cert-manager-values.yaml that's actually used is located in the resources/ folder.)

why

  • Having an unnecessary file with an important-sounding name could lead to confusion later down the line.
