feat: adds support for passing stack specific policies Matt Gowie (@Gowiem) (#954)

what

  • Adds merging $STACK.settings.spacelift.policies into the resulting policies that are associated with each child stack.

why

  • This allows Spacelift component users to associate additional, stack specific policies to their Stacks via atmos config.
  • This was supported in v1 of the Spacelift component.
