Update cold-start components Nuru (@Nuru) (#496)

what

• Update cold start components to use remote-state v1.0.0
• Update tfstate-backend to use current aws-teams components
• Add access_roles_enabled to tfstate-backend to support cold start
• Update components to generate sourceable shell scripts to support automatic generation of AWS config files and more
• Enhance account component to complain if a specified SCP is not found
• Remove default.auto.tfvars from all components updated in this PR
• Update AWS Provider version pin to ">= 4.9.0"
• Fix/update various documentation issues

why

• Support namespace as stack name component
• Fix Terraform error referencing non-existing file
• Enable creation of Terraform state backend before IAM roles are created via command line option instead of requiring stack configuration to be modified
• Reduce/eliminate manual customization of configuration items like AWS config files (when combined with Geodesic updates not yet published)
• Previously, if an SCP was specified but not found, it was skipped silently
• Defaults no longer needed because that feature is supplied by Atmos. Also, because Atmos uses an auto file to configure Spacelift, and auto files can override each other, we want to ensure we do not use any auto files other than the one Atmos generates for Spacelift.
• Provide consistent version constraints. Version 4.9.0 is the oldest 4.x version that remains compatible with 3.x with regard to S3 configuration.
• Ensure documentation is adequate and accurate
