what

• Upstreaming the eks/actions-runner-controller component
• Added storage mount for RunnerDeployment
• Updated version to 0.21.0
• Added Webhooks

why

• When deploying dockerized app with eks runner, we need storage to build the app
• If we don't set this requirement, the GitHub Action may seemingly crash for no reason. Looking at the Events for the killed Pod in Datadog, we can find the following:

1 Evicted: The node was low on resource: ephemeral-storage. Container runner was using 91884Ki, which exceeds its request of 0.

• Then if we resolve that error, we still need to store that volume somewhere. Otherwise the Pod will crash for high Disk Usage
• Updated the version to resolve an issue with the HorizontalRunnerAutoscaler deployment. See linked thread
• We want to recommend enabling webhook driven autoscaling by default, added README docs and stack config
