New Datasource

GitHub closed the workflow timing endpoint this extension relied on; it now always reports zero. Usage is instead computed from the durations of the jobs that ran in the current calendar month, via the check runs API.

What that changes:

• Works for any repository you can see, including public repositories and other people's, with no billing permissions.
• Includes time on self-hosted runners.
• Reports elapsed job time, not billed minutes: no rounding up to the minute and no runner multipliers.
• Busy repositories need one API call per commit with runs in the period; requests are paced and retried within GitHub's rate limits.
