Always pass deliverAs: steer to Pi, avoiding the stale idle-snapshot race that caused Agent is already processing errors. Adds source-backed regression coverage and isolates runtime test fixtures from real ancestor configs; 64 tests pass. No hidden retries/queues. Manual-compaction acceptance and stop/close limitations remain; production config-discovery boundaries are unchanged.
