Adds Linux interactive Pi startup, messaging, dashboard, and Herdr worker launch/resume command support.

  • Preserves Windows launch behavior.
  • Safely quotes Linux shell arguments; Linux none remains unsupported, with no implicit fallback.
  • Adds Windows/Linux CI and release validation.
  • Local validation: typecheck, 67/67 tests, package dry-run, and diff checks passed.
  • Live Linux source test: two Herdr workers launched, registered, loaded responsibilities, and acknowledged coordinator messages. Live resume is not yet verified.
  • Worker stop/close remain disabled pending verified host cancellation support.
