The flasher is static and release-driven. It validates the manifest before offering a release. A reviewable release names the exact board, normal image, recovery image, checksums, release notes, and recovery-evidence reference.

The current foundation prerelease is not flashable. The first flashable release requires physical serial-recovery and rollback proof on the exact board.
