dandiset.yaml: should become READONLY locally, with a comment, no metadata uploaded from it

ATM IIRC we upload dandiset.yaml as metadata for the dandiset. Due to its ad-hoc life cycle not allowing merge of changes, we decided to make it readonly, with a comment in the top stating that and URL on web UI to modify it.

While organize discovers missing metadata it could also suggest to go to that URL to provide recommended editions.

apparently we already have such a header! just missing a URL, will be added. Also we could make it read-only explicitly

with recent discussions that web UI would not be able to support editing new metadata schema for a while, I think this "issue" should be taken off the roadmap and closed for now, right @satra and @mgrauer ?

The dandiset.yaml file is skipped during upload unless the --upload-dandiset-metadata flag is provided.
