feat: support for devnets

This PR:

• adds support for matrix runs against (manually specified) devnets
• move test suite parametrization to script
• automatically select correct version of test suite for network (manual override possible)
• delete travis workflow

These PRs must be merged first:

• https://github.com/dashevo/dash-network-configs/pull/66
• feat: write protx values to config inventory file dash-network-deploy#293
• Release new dev version of platform (needed to run successfully against devnets, these two PRs (1, 2) are required)

Maybe we should rename this repo dash-network-ci now that it supports more than testnet?
