Fix GitHub updater support for the WordPress automatic updates toggle.

  • Always returns release metadata after successful GitHub checks so WordPress can populate response/no_update.
  • Updates updater internals to the current Dataforge guide pattern.
  • Bumps plugin version to v1.2.3.

Add a Plugin Updates card to the admin page (matches the standardized fleet pattern). Card shows the current version, displays an inline Update available / Up to date status after clicking Check for Updates, and posts to the existing waatu_check_updates admin-post handler.
