ci: bump action-gh-release v2 → v3 (Node 20 deprecation) - #16

The v0.5.0 release run warned that v2 targets deprecated Node 20 (forced onto Node 24 by the runner). v3 declares node24 natively; the inputs we use (tag_name, name, body_path) are unchanged.
