Fixes the docs build failing on Linux with:

In UriString.php line 370:
The base URI must be an absolute URI or null

phpDocumentor 3.10 declares league/uri: ^7.5, which resolves to 7.8.1. 7.8 tightened base-URI validation, so phpDocumentor cannot resolve a relative dsn from phpdoc.dist.xml and fails before reading any source. The official PHAR ships 7.5.1; this pins ~7.5.0 to match.

Consumers on discord-php/phpdoc-tool:^1.0 pick this up with no change.

phpDocumentor ^3.10 with two patches applied by cweagans/composer-patches:

• phpstan/phpdoc-parser - a ? carries over the | that follows it, so ?T|null parses instead of erroring. An & is deliberately left alone.
• phpdocumentor/phpdocumentor - a nullable type prints as ?T rather than expanding to T|null.

Verified against DiscordPHP: tag errors 339 → 1 (the remaining one unrelated), 420 documented members restored, 0 lost.
