Fixes the docs build failing on Linux with:
In UriString.php line 370:
The base URI must be an absolute URI or null
phpDocumentor 3.10 declares league/uri: ^7.5, which resolves to 7.8.1. 7.8 tightened base-URI validation, so phpDocumentor cannot resolve a relative dsn from phpdoc.dist.xml and fails before reading any source. The official PHAR ships 7.5.1; this pins ~7.5.0 to match.
Consumers on discord-php/phpdoc-tool:^1.0 pick this up with no change.
