[03/44] Enable TS strict mode in dotcms

Description

Part of the strict-mode rollout epic #35932. Enable TypeScript strict mode for the dotcms project using typescript-strict-plugin.

All internal dependencies of dotcms should already be in strict mode before starting (they appear earlier in the rollout order).

Acceptance Criteria

• dotcms's src is added to the typescript-strict-plugin strict paths config.
• All resulting type errors are resolved (no new any; use explicit types).
• // @ts-strict-ignore is used only where unavoidable, each with a follow-up TODO.
• yarn nx run dotcms:lint passes (and :build / :test where applicable).
• npx tsc-strict passes for dotcms.
• yarn nx affected -t build does not break dependents.

One project in the bottom-up rollout tracked by epic #35932. Depends on the bootstrap task being merged and on lower-layer projects already being strict.

Closing as not applicable — the dotcms project is dead code. Removal is tracked in #36950.

It is also unmaintained and broken:

• libs/dotcms/project.json is tagged ["skip:test", "skip:lint", "skip:build"], so CI never touches it.
• It does not compile even with strict disabled — DotApiContentType.ts:1 and DotApiForm.ts:1 import from 'dotcms-models', an alias that no longer exists (now @dotcms/dotcms-models).
• Last npm publish: 2022-10-10. It is the legacy initDotCMS SDK, superseded by @dotcms/client.

Enabling strict here would mean fixing ~48 type errors in a library nobody uses, that CI never builds, and that has been broken for years — so the work is being redirected to removing it instead.

Epic #35932 goes from 44 to 43 projects.
