1. extracting structured evidence from ACR/CAPR/CPR reports and producing a conservative preliminary reclamation recommendation;
2. visualizing the broader reclamation workflow, comparing With-SOW and Without-SOW variants, identifying automation opportunities, and estimating potential savings.

The platform provides decision support only. A PROCEED CANDIDATE result is not authorization to decommission or remove cable. Authoritative system checks, customer-impact validation, engineering review, field validation, permits, safety checks, and approved operational procedures remain mandatory.
