GitHub: Create Documentation

Currently, Custom Flags aren't very intuitive and require in-depth knowledge of the inner workings of the randomizer. While one could study existing flags to learn, it's not ideal. A resource on Github to use as a reference and guide would be very good to have and to link to from the website/app.
