What

Rust Method APIs design #777 created, as per designed interface trait implement LoLa-Runtime same as Event backend implementation also implement the FFI APIs as well.

How

• Implement the LoLa Runtime backend following the designed interface traits.
• Ensure the implementation is aligned with the existing Event backend implementation pattern and behavior.
• Implement the required FFI APIs for the Rust Method APIs to enable interoperability with external runtime components.
