jome 1.2.1

This release is mostly to accomodate some distribution packaging requirements.

Changes:

• In jome/CMakeLists.txt, make FetchContent_Declare() try to find local packages first.
• Add manual pages for the jome and jome-ctl commands.

Fixes:

• Make jome-ctl exit with status 1 when the server cancels.

I'm also attaching a custom source tarball here which excludes everything you don't need to build jome.
