The main update is to naucse 0.1.1, to fix: pyvec/naucse#25
On Windows, IP address `0.0.0.0` might not work. Recent Elsa defaults to 127.0.0.1 (see pyvec/elsa#66) pyvec#658
(Arca stays on Python 3.6, though)
