v0.17.4 — pre-commit hook

Added

• pre-commit hook. confdiff now ships a .pre-commit-hooks.yaml, so it can run as a pre-commit hook that blocks a commit (and prints the semantic diff) when two config files drift apart — e.g. guarding .env.example against .env, or keeping staging/prod overlays aligned.
