tests-frames-devnet@v0.2.0

This is a follow-up release targeting frames-devnet-0, bringing the fixtures up to the current EIP-8141 spec. It supersedes tests-frames-devnet@v0.1.0 and is built from the devnets/frames/0 branch, rebased onto the current forks/amsterdam.

This release fills every fork through Bogota. The full scope, EIP PRs, and checklist are tracked in the test release tracker (#3521), so PTAL!

Key Updates

• Differential coverage: every convertible legacy state test is now also filled as a frame-transaction variant at Bogota — the transaction rewritten as a VERIFY + SENDER frame pair with the test's own post-state as the oracle. Roughly 5.2k state-test cases convert, each also emitted in the blockchain formats; the variants carry a _frame_tx fixture-format suffix and land in the same fixture files as their legacy twins (#3500)- EIP-8141: block gas accounting follows EIP-7778 — block execution gas is accounted before storage refunds while the payer's fee and the receipt stay post-refund, and the calldata floor is applied independently to each total (EIPs#12226, #3443)
• EIP-8141: the spec pin moves to EIPs@b75cbe6 — the calldata floor uses the EIP-7976 uniform token count, and a redundant check of a frame's state gas limit is dropped (EIPs#12209, EIPs#12276)
• EIP-8141: new coverage pinning a frame transaction's spent gas when a cross-frame storage refill is undone by a batch unroll or a frame revert (#3487)
