This is a follow-up test-only release targeting glamsterdam-devnet-8. It supersedes tests-glamsterdam-devnet@v8.1.2 and is built from the devnets/glamsterdam/8 branch.

The spec is equal to v8.1.2, no repricing or EIP changes. The full scope, PRs, and checklist are tracked in the test release tracker (#3479), so PTAL!

Key Updates

• EIP-7928: un-decodable BAL engine payloads now expect {status: INVALID} instead of error -32602, matching execution-apis#869 (#3463) @nerolation
• Ported static Pt. 2c: more Amsterdam SSTORE, refund and misc ported static tests are enhanced and un-skipped (#3321)
