tests-heze-devnet@v2.0.1

Patch release for heze-devnet-2, which ships only EIP-7805 (FOCIL) on the execution layer, per the heze-devnet-2 spec. EIP-8198 (Quick Slots) moves to heze-devnet-3 with shorter slots. It is built from devnets/heze/2, fills every fork through Bogota, and supersedes tests-heze-devnet@v2.0.0.

Changes

• EIP-8198 removed: Bogota keeps the 1/8 maximum base fee change and Amsterdam's blob schedule (target 14, max 21, update fraction 11684671). Fixtures from v2.0.0 that assumed 5/48 or the 12/18 schedule no longer apply.
• EIP-7805: wider pending IL validity coverage. Invalid signatures (r, zero and high s, y_parity, all zeros) are covered for every typed transaction, and base fee appendability is pinned at one-wei boundaries for every typed transaction (#3868).
• Base: forks/bogota through #3872, including the rejection of empty and 0xff-prefixed transaction bytes (#3861).
