test(ci): verify dependency update on current main

Purpose

Trigger the complete pull request CI workflow against the exact dependency state merged in #73.

The only change is a temporary documentation file under .github/; no application, build, workflow, or dependency files are modified.

Why

The historical CI run for #73 is no longer available, so its logs cannot be inspected. This diagnostic PR determines whether the grouped updates to Biome, Node types, and webpack are reproducibly failing or whether the missing run was only deleted from the Actions history.

Expected outcome

• If CI passes, build(deps-dev): bump the npm-tooling group with 3 updates #73 did not introduce a reproducible CI failure and the rollback in fix(ci): revert unverified npm tooling update #74 is unnecessary.
• If CI fails, the new logs will identify the exact failing job and step so fix(ci): revert unverified npm tooling update #74 can be replaced with a focused hotfix.

Diagnostic complete. This PR reproduced the failure and captured the webpack output: @nextcloud/webpack-vue-config@7.0.2 could not load because terser-webpack-plugin was missing after webpack 5.108.4 stopped providing it transitively. The focused fix is now in #76.
