Motivation
Supersede #12415
Upgrade from css-loader from v6 to v7, handling the CSS module export name breaking change.

We preserve retrocompatible CSS module class names as they were in v6 to avoid annoying our community unnecessarily.
.themedComponent--darkremains as is, and is not converted/exported as.themedComponentDarkNote: css-loader has been recently deprecated in favor of native CSS support.

We'll look to migrate later, not worth it today. We'll likely adopt native CSS support only once we drop Webpack support and only need to support Rspack.
