3.3.0: feat(phpdoc): increase line length limit to 120 columns

The 80-column limit was too restrictive for modern codebases where
longer lines are common and readable. 120 columns aligns with
current PHP community conventions and reduces unnecessary wrapping
of PHPDoc prose.

Side effects: existing PHPDoc blocks wrapped at 80 chars will not
be re-reflowed automatically; only newly reformatted docs are affected.
