(Revised) IM: FIAT changes that enable FUSE

These are the changes to FIAT that enable a FUSE element to be used, when paired with the indiamai/fuse branch in firedrake (not ready for merging). The changes do not change any existing FIAT behaviour.

They are synced with the current FUSE main.
