New manual release

JH: Can we just upload a new version?

DH: Spiral might not support versioning.

CW: The owner might be Jack, he still exists in Imperial.

AC needs to add herself to the list of active team members.

If we can write to sys.prefix (os.writeable()), we write there. Otherwise default to Path.home()

Less disruptive: set environment variable to force cache clear on import "to enter debug mode".
