Scroll bar for frames is buggy.

To repro: move scroll bar from left to middle fast. Than try to take the bar. On mouse down it will jump.
It may be Flutter issue.

This issue appears to have been related to the Flutter framework scrollbar behavior on an older version of Flutter/DevTools from 2022. If this jumping behavior is still reproducible on the latest Flutter stable release, please feel free to open a new issue with reproduction steps. Thanks!
