use Gradle's Kotlin DSL in plugin templates

Use case

This request builds on #151166 to ask that templates for plugins also create build.gradle.kts for Android.

Using Flutter 3.27.2, flutter create --template plugin --platforms android produces Android code with Groovy Gradle files.

@StephenWithPH Thanks for this feature request. I will note that the flutter android team is moving more towards kotlin/java gradle files in general. Our first task is converting our own groovy files. If this was something you wanted to contribute we would review it and it is aligned with our longer term goals.

That said it is not on our short term list of work.

I had hoped this was simply an oversight. As I understand it, Issue #151166 and its linked PRs did what was necessary to convert app templates.

This was highlighted in the official release announcement: https://medium.com/flutter/whats-new-in-flutter-3-27-28341129570c, complete with a link to #157195:

The subtlety between app and plugin code scaffolding is likely lost on most readers.

Reading behind the lines, is there some nuance with plugins that makes this not simply copy/pasteable to into the plugin templates? I'll note that since the issue's PRs, #160695 did some housekeeping of the template files in question, and I suspect there's some non-trivial composition going on (see #151166 (comment)).

I suspect I could do the copy/paste work, but these PRs suggest a lot of magic machinery going on behind the scenes that the core team has a better grasp of.
