[pigeon] Add support for analyzer 13

We have a relatively large dart workspaces project that utilizes pigeon . We are trying to upgrade the analyzer and related plugin and testing packages to that latest versions to get some of the newest fixes. Currently pigeon doesn't support version 13 and so adds a constraint that is preventing us from upgrading.

What would be required to upgrade analyzer to v13?

Thanks for reporting this issue. I checked the pigeon package changelog and verified that the current released versions support analyzer versions 10 through 12. Support for analyzer 13 does not appear to have been added yet, which explains the dependency constraint conflict you are encountering. This looks like a valid compatibility request to update pigeon to support analyzer 13.

a minimal sample repo or code. the output of flutter doctor -v and logs?
