It looks like this pull request may not have tests. Please make sure to add tests or get an explicit test exemption before merging. The isSizedToContent parameter in the enclosing method (likely createTooltipWindow) appears to be unused after this change. To adhere to the 'Write what you need and no more' principle, please remove it from the method signature as well, unless it is required to match an interface defined in a base class.

Tooltip windows are always sized to content.
