Tooltip windows are always sized to content. For fixed size tight constraints should be used.

This should fix the tree. I'd prefer landing this to reverting #182371.

The isSizedToContent parameter in the enclosing method (likely createTooltipWindow) appears to be unused after this change. To adhere to the 'Write what you need and no more' principle, please remove it from the method signature as well, unless it is required to match an interface defined in a base class.

There's no isSizeToContent enclosing parameter.
