It looks like this pull request may not have tests. Please make sure to add tests or get an explicit test exemption before merging. If you are not sure if you need tests, consider this rule of thumb: the purpose of a test is to make sure someone doesn't accidentally revert the fix. Ask yourself, is there anything in your PR that you feel it is important we not accidentally revert back to how it was before your fix? This should fix the tree. I'd prefer landing this to reverting #182371. |

Code Review
This pull request removes the isSizedToContent parameter from the WindowingOwnerLinux and TooltipWindowControllerLinux methods, hardcoding the value to true within the _FlView instantiation. The review feedback suggests that the parameter should also be removed from the method signatures to maintain clean code and adhere to the principle of writing only what is necessary.

The isSizedToContent parameter in the enclosing method (likely createTooltipWindow) appears to be unused after this change. To adhere to the 'Write what you need and no more' principle, please remove it from the method signature as well, unless it is required to match an interface defined in a base class.
