Second of two stacked PRs. Based on refactor/wr-handshake-phase-5-grants-evidence, not on main — merge #5 first, after which this PR's base can be retargeted to main.

Why this exists

This work had no branch of its own. It existed only as commits buried inside a later branch, which made it invisible as a reviewable unit. This PR gives it its own branch and opens it for review.

• Branch tip archived as annotated tag archive/cursor-refactor-art50-ai-provenance-8df1 @ 188c3278 before the branch pointer is deleted.
• Not on main — under the single-branch workflow, main receives only author-designated document drops; development continues on integration/consolidated-current.
