First release of willet: a GitHub Actions runner scale set that runs every job in a fresh, ephemeral microsandbox microVM on a Linux host with KVM.

• Scales runner VMs on demand from GitHub's scale set API; each job gets its own VM, destroyed afterwards
• Docker in every VM by default, for container: jobs, service containers and Docker actions
• Default runner image ghcr.io/gerritlansing/willet-runner, rebuilt for each GitHub runner release
• Linux amd64 and arm64 binaries (glibc 2.34+), with SLSA provenance and SPDX SBOM attestations
