fix(issues): Move coverage legend above stack trace#111494

The coverage legend was rendering below the stack trace frames. Move it above so it appears before the trace. Also wrap the single-exception branch in a Flex column with gap for consistent spacing between the legend, frames, and suspect commits. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
