Third PEP 440 dev release of the sphinx-vite-builder backend
(PR #29). Built on top of dev1 with the post-review fix-ups applied:
build_wheel doctest now exercises the SKIP-env-var + hatchling
delegation path against a real synthetic project, the package's src/
tree is in pytest testpaths so doctests actually run, and the
wheel-install smoke runner actively asserts hatchling absence.
