Workflow trigger "release" w/ type "prereleased" behaves unexpectedly when publishing from a draft

What part(s) of the article would you like to see updated?

I'd like to see a note that the prereleased type does not actually get triggered for pre releases that get published from a draft status, as discovered and communicated earlier on Slack.

I have a PR with a proposal ready that I'm going to file right after this issue.
