Updates the agent workflow guidance to require local-only skill discovery and explicitly prohibit using GitHub Agent Finder or other remote skill discovery services.
Changes:
- Adds an explicit rule that all skills must be discovered locally under
.github/skills/. - Replaces remote Agent Finder API instructions with local file-based discovery steps.
- Rewords the discovery section to align with the new local-only policy.
