Scrollbar Increment & Decrement Atlas Texture Does not Respect Range #20145

OS/device including version:
Xubuntu 16.04 running on an Intel Bay-Trail tablet.

Issue description:
When creating a new theme adding an atlas texture for the increment and decrement icons of vertical and horizontal scrollbars displays the entire atlas texture rather than just the viewable portion of the texture defined in the atlas texture options.

Steps to reproduce:
Create a new theme and add a new atlas texture to the increment and/or decrement icons for either the vertical or horizontal scrollbars. Within the atlas texture options in the inspector assign a texture and define an area of the texture to be displayed.
