Modify `.github/workflows/ci.yaml` to trigger integration/unit tests for all 10 handwritten modules when shared POMs (`google-cloud-jar-parent/pom.xml`, `google-cloud-pom-parent/pom.xml`, and the root `pom.xml`) are modified. This ensures that dependency version bumps or parent POM configuration changes properly run verification tests on these libraries. TAG=agy CONV=d1b443f9-5dae-4a94-afc1-e1c33d78a802
