Hardened the bundled blueprint design-chain skill: closed a 5-issue review
(#81–#85) of its quality gate, test oracle, and internal duplication, each fix
shipped with tests. The skill manifest moved 0.8.0 → 0.9.0.

• Add a deterministic cross-phase coherence guard
  (scripts/check_blueprint_coherence.py) wired between compose-blueprint and
  quality-gate: it materializes a phase-inversion def→use graph from stable
  template anchors and fails loudly on an MVP-N node whose required servicer is
  staged later, or an MVP control gated on a non-blocking open question (#81).
• Strengthen the quality gate — citation fidelity for load-bearing claims, an
  agent-mode READ/ACT authorization-boundary requirement with a matching risk
  row, and an amend-without-a-new-report update playbook (#85).
• Make the golden fixture a trustworthy oracle: regenerate it phase-coherent,
  add labelled servicer-reachability / precondition-currency regression pairs, a
  mutation-derived negative set, and a weak-input output fixture (#83).
• Derive the required-section list from the template's own ## N. headings with
  an exhaustive check, ending the stale 18-vs-20 section-count drift (#82).
• Single-source the skill's duplicated structure — assert the frontmatter
  triggers against When To Trigger, reconcile the manifest orthogonality seams
  (one owner for intake / input-quality / extraction / MVP membership), and have
  the quality gate reference the generation prompt instead of restating it (#84).
