Bug fix: Exclude members of `website-pm` team from "complexity eligibility" checks

Overview

We need to modify the behavior of the "Issue Trigger" workflow so that members of the website-pm team are excluded from complexity eligibility checks.

Action Items

In github-actions/trigger-issue/add-preliminary-comment/preliminary-update-comment.js, add website-pms to list of exclusions.
