B2: migrate catalog bookkeeping tool to an amico CLI verb

What to build

Migrate the first amicode_* bookkeeping tool (catalog) from the opencode-plugin pack to an amico catalog CLI verb; opencode calls it via bash; the interview still performs warm-start lookups end-to-end. Tracer bullet through the plugin→CLI migration. (Spec spec-20260708-112732 §7.3 triage.)

Acceptance criteria

• amico catalog query|ingest implemented against the real catalog (metadata.toml)
• opencode interview does warm-start lookups via the CLI verb (bash), not the plugin
• promotion still gated on verification.agree
