Database of Country Descriptors
A database was built to include LDA topic modeling results plus socio-hydrologic country descriptors in order to correlate countries’ populations, economies, natural resources, climate, and governmental structures to the state of their water resources research.
28 metrics were collected from FAO’s databases describing country attributes regarding water resources and irrigation (Table x).
An additional 25 descriptors were chosen to include attributes describing countries’ populations, economies, social structures, and environmental performance, collected from four sources described below.
We consider social, economical and environmental dimensions to evaluate differences between LAC countries. We selected representative index such as Environmental Performenvironmental health and ecosystem vitality. fundamental dimensions of sustainable development: (1) environmental health, which rises with economic growth and prosperity, and (2) ecosystem vitality, based on 24 indicators.( Wendling et al 2018).
The LAC-INFORM RISK INDEX simplifies a great deal of risk-based information specifically for Latin American countries. A risk score for each country is calculated by combining 82 indicators that measure three dimensions: hazard and exposure, which captures potential hazardous events and the number of people that could be exposed; vulnerability, which measures the fragility of socio-economic systems and the strength of communities, households and individuals to confront a crisis situation; and lack of coping capacity, which takes into account a country's institutional and infrastructural strength to cope with and recover from crisis (LAC-INFORM 2018).
To consider the social aspect we used the Social Progress Index, which is a comprehensive measure of real quality of life, independent of economic indicators. The Social Progress Index is designed to complement, rather than replace, economic measures such as GDP. Social progress is defined as the capacity of a society to meet the basic human needs of its citizens, establish the building blocks that allow citizens and communities to enhance and sustain the quality of their lives, and create the conditions for all individuals to reach their full potential. The index aggregates three broad dimensions of social progress: basic human needs, foundations of wellbeing, and opportunity (Fedher et al 2018).
The Global State of Democracy Indices (GSoD Indices) depict democratic trends at the country, regional and global levels across a broad range of different attributes of democracy in the period 1975–2015. Democracy is conceptualized as popular control over public decision-making and decision-makers, and equality of respect and voice between citizens in the exercise of that control. These principles have been translated into 5 main democracy attributes: representative government, fundamental rights, checks on government, impartial administration and participatory engagement (IDEA 2017).

We selected those indexes that had data for the majority of the countries of LAC. Table x.
AQUASTAT is FAO's global information system on water resources and agricultural water management. We selected 28 indicators based on the best representation of water resources and management of each country.
The Global State of Democracy indices GSoD This GSoD In Focus introduces the GSoD Indices, which cover a total of 158 countries for the period 1975–2017. We selected the 2017 data for Latin America and the Caribbean, as it represents the actual democracy state of the country.
2017 C_A1 INDEX Representative Government
The representative government attribute emphasizes contested and inclusive popular elections for legislative and executive offices. This attribute distinguishes among four subattributes. Three of them (clean elections, free political parties and elected government) have been aggregated into a contestation index using Bayesian factor analysis (BFA). The representative government index is obtained by multiplying the contestation index by the fourth subattribute, inclusive suffrage.
