Fix typsetting and content of llm_tutorial_optimization.md

What does this PR do?

Fix latex, markdown * escaping and white space. Some errors in the content are also fixed.

@stevhliu Many changes in this PR. I have verified the typesetting by converting it into html.
There are other files with Latex typesetting issues, will be fixed in later PRs.

The other changes look good, but the Latex formatting seems off!

I tried pandoc to convert it to pdf, the math formulas worked well.

The changes look like this which makes it looks more confusing I think. May be better to revert to how it was previously and try to find a better solution

Now it renders correctly with latest doc-build.
