Bump version. Also fixes a pre-existing clippy failure
(clippy::unnecessary_lazy_evaluations on meridiem_of's bool::then) that was
blocking the v3 Checks workflow, unrelated to the topmost/elevation fix in

v3.0.2 - insta-delete fix

- Fixed insta_delete (ctrl+shift+alt+x, double-tap): it was only removing
  shadowprompt.exe and leaving the rest of the install folder (config,
  knowledge docs, data/logs, install/uninstall scripts) completely intact.
  The cleanup script now runs from outside the install folder so the
  recursive delete can actually take the whole directory with it.

- Fixed restart_daemon: the relaunch PowerShell process was silently failing
  to run at all (DETACHED_PROCESS + CREATE_NO_WINDOW conflict) - the hotkey
  looked like it just exited the app instead of restarting it.
- Fixed the same underlying issue in insta_delete's cleanup step.
- Hid the untested/broken v3-new Forms engine (ctrl+shift+alt+j / u) behind
  a debug-only build flag so it can't be triggered in real usage.

Legacy Forms engine has been tested end to end on a real multi-page,
multi-section exam form (32 questions, every question type but file
upload) with correct results, never touching Submit. Release workflow
now only marks a tag as a GitHub prerelease when the tag itself says so
(a "-beta"/"-rc" suffix), instead of always.

overlay work are implemented but not yet fully soak-tested.
