MySQL_IsConnected

Whether the connection of the ordered queries is open.

MySQL:handle	Handle to check.

Remarks

It reads the state of the connection that runs the queries in order, as it was after the last query. A connection the server dropped is only seen as lost when a query finds it, so this says true until then.
